He may of, but going into the year it was 1) Jones, 2) De La Hoya, 3) Whitaker. I believe Roy lost his spot after the first fight with Griffin in March of '97 just prior to Oscar-Pea. Hard to see Pernell being #1 at the time after the fights with Rivera and Hurtado.
It seems that I am the guy who always get things wrong. I was a huge fan of Whitaker and has a lot of his fights on tape/dvd, but I really mean that he lost the fight against de la Hoya by a large margin. At least 8-4 or more likely 9-3 in rounds. IMO that was the best Oscar we ever saw, regardless of his age and how many fights he had had. He was at his best at 140 before he moved up too quickly. Whitaker was also a drug addict by then.
