James Toney, his style is the perfect style to beat frazier, Toney was great at punching in between your punches and landing and blocking your return and since frazier was throws wide punches and is not the fastest, not slow, but not fast and Toney has decent speed especially in comparison to the heavyweights, also Frazier is someone who is good at finding his way inside by constantly coming forward, but Toney would not care as he is more skilled on the inside and outside
Frazier may edge it on strength and Workrate, but I see Toney landing more clean punches and Frazier maybe land more overall, but lots just getting through and most hitting Toney’s arms and gloves

Laying on the ropes using the shoulder roll against a perpetual motion machine like Frazier is a recipe for disaster imo .

In theory you think it's a good idea to match Frazier with Toney. Toney was brilliant on the inside and was the master of using angles and head movement to set up brutal counters. He could really beat up your body and mess up your face with his sharp straight right and uppercuts.

However, those fancy counters come at a cost. First of all, any boxer, even one as skilled as Toney needs time to get his opponent's timing down and make adjustments for good accuracy and leverage. Think about how it took Marquez more than 40 rounds to finally find a way to blast Pacquiao out despite how good of a counter puncher he was. Toney isn't going to get the luxury of multiple fights to finally get the timing down to land that perfect shot, so combining that with Toney's lack of power and size at heavy and Frazier's toughness, a sudden knockout or even a knock down is damn near impossible.

So if he can't count on stopping or beating up Frazier, he will need to outbox him. This is an equally daunting task since Frazier never stops coming forwars and has the strength advantage. Toney's Philly she'll is good at picking off 1 shot at a time or slow clubbing combinations, but a guy throwing a non stop barrage is the antidote for the poison that is the Philly shell. Toney could also appear disinterested and lazy or could spend a little too much time focusing on defense and giving rounds away. Those are 2 horrible traits going up against a swarmer like Frazier. Even if Toney blocks or rolls with a lot of shots, Frazier could take rounds on aggression if Toney doesn't land enough to get the attention of judges. There will be no Willie Pep moments in this match up.

Slugging it out with Frazier would be stupid as Frazier hits way harder at heavyweight and had a higher punch output. Toney had the chin to survive, maybe having to take a knee or get off the floor once, but he is simply not pulling off a win with this strategy (or lack thereof).

Toney had a good jab and fast hands, but he had average foot speed and was roughly the same size as Frazier in terms of height/reach. Even if he tried to, do you really see the short stocky Toney being able to get on his feet and avoid Frazier when Ali couldn't do it im 3 attempts? In other words, sticking and moving is simply not an option.

So if a knockout is impossible and Toney cannot outslug Frazier, cannot box him at range, and isn't busy enough to out box him with counters and defense I simply don't see any possible way he could beat Frazier. Out of all all light heavies, he certainly has the highest chance of hearing the final bell due to his toughness and defense, and he had the skills and ability to make it the most explosive war out of the names mentioned.

I wouldn’t personally favor any of those men to beat joe Frazier. But I kinda like Archie and Ezzard to give him a good fight at least

    Charles
    Tunney
    Moore
    Harold Johnson
    Loughran

all have a chance...doesn’t mean I’d favor them. Although after reviewing Charles more and more I feel he is so damn underrated.

Spinks would have been flattened in 2 at the most, even if he brought his clown-iest game.
