The numbers show a dramatic decrease since around 2008, which is when the Russian government really cracked down on these idiots. They locked up a few dozen of them and the number of murders plummeted, because a very small group was responsible for a large proportion of them. The number of killings in 2012 was 19. In a country of 142 million. And everything is relative. Compare this to how they treat immigrants in Africa:
