It's based on a combination of recent wins and earlier wins. The greater emphasis is placed on recent performance but earlier outcomes are not ignored completely.
Pacquiao actually hasn't fought someone smaller or equal in size to him since the Diaz fight (three years ago). He's faced much bigger opponents since then and has destroyed them all. BTW, it's an illogical fallacy to assume that since fighter A destroyed fighter B that the latter was an inferior fighter to begin with, instead of assuming that fighter A was actually that much better. And vice versa.

Pac is making a legacy fighting has beens and never beens now until he starts fighting good fighters again he cant stay in number one. P4P changes all the time and pac last fights has been against mediocre competition. :hat
Alexander gets on there for beating Urango and Hopkins will still be P4P in 2020 even if he hasn't fought for 8 years. It's the American way.

Cause those that pick Pac even knows Margarito, Clottey, Cotto, Hatton are not in their primes and besides "Clottey", Margarito, Cotto, Hatton has been ko or tko badly before facing Pacquiao and that wasn't way long ago.
Got a point with Marquez, but Shane was the legit king of WW coming off Margarito no matter how you slice it and he dismantled him with relative ease. Neither Pac nor PBF are fighting the livest of live bodies in honesty, and it's pretty clear neither of them are about to **** with Martinez.
With the level of opposition, We have our whines against Pac's and Floyd's recent opponents. P4P rankings are opinion based anyways. No need to get frustrated.
Favored against Clottey and Margarito? Yup. Favored against Hatton and Cotto? By a small margin, but nobody expected Pacquiao to eliminate Hatton by the second round, or win nearly every round against Cotto. The fact that Pacquiao has destroyed all of his recent opponents and that he's barely lost any rounds helps his case as p4p #1. BTW, Martinez was favored against Williams in the second fight and against Sergiy. And from my memory, many people were also favoring Martinez against Pavlik, although probably not officially by the bookies.
Ha sorry it was Bunema. I have been playing FIFA 11 nonstop. Im turning Villareal into a ****ing brick wall. I finished by first season with only 10 goals received... anyways yes Bunema was a good fighter who was favored over him. And the guys who said they didnt know who Dzinziruk was well then you must not be a big boxing fan then. You obviously think everyone thats good in boxing is either American or already fighting in America. I like to find talent everywhere and this guy had talent. It's not always about legacy though. A lot of it has to do with how you judge a fighter based on his skills sets and what he's accomplished in recent times. Having either Donaire or Sergio at #2 is normal. Dzin isn't a big name but neither is Sidorenko. Dzin is a better fighter than Sid. The destructions of Montiel and Williams are pretty much equal in terms of points awarded for beating them. Therefore, again, having either Sergio or Donaire at second best in the world is not crazy. As for Sergio's greatness, he wouldn't be fighter of the year in '10 if he wasn't special. Pac, Floyd, Sergio, Donaire - easily the four most gifted fighters right now. And don't be so harsh about Sergio's wins over Pavlik and Dzin. They aren't anywhere near the top P4P list but neither were Clottey and Marg when they fought Pac.
