    No.

A 190 lb boxer would be able to fight a 240 lb boxer for a HW title.

Every boxer is a potential HW.

Nobody outside of the US much cares what rules are imposed by state athletic commissions.

The world governing bodies are the ones who sanction title fights.

If a particular SAC has a problem with weights, the fight would simply take place in another jurisdiction.

    the answer is NO

always has been the case in ANY division

matter of fact the IBF and WBC had different weights for cruiser at one point,

But still its NO and even if one org made a rule that does not make the true linear HW championship , the real title has been around long before the WBC or WBA

Plus you can wear a lead jacket on the scales anyway :nut

you actually could though for real, matter of fact I dont think you even have to weight in , its only tradition

as for the "governing bodies" - this is incorrect. Yes the alphabets sanction their title but for example if Wlad gave up all his belts tomorrow he is still champ. HW has a histopry and direct lineage, WBC IBF etc or not

    It happened in the 40's.

In the 90's hide used to wear weights to make himself seem heavier.

Just two year ago arreola pulled the exact same stunt against vitali.

Jones weighed what dempsey did when he beat ruiz and there was big unification talks.

That was a stunt because boxers are required to remove all additional weights before weigh-in.

Like it or not, boxing is much more regulated nowadays than it was 100 years ago. It is done to protect the boxers. While it is fun to assemble p4p lists and throw people in fantasy matchups on message boards it is very different from putting 190lb fighter in the ring against 250lb pro and don't expect him to get hurt. Perhaps someone like RJJ can manage not to end up in the hospital but what about whats-his-name tomato can who desperately needs a paycheck?
