    I've followed this for a while and I honestly believe the answer is simply that neither guy wants the fight.

    Shakur hasn't done much aside from making demands on twitter or youtube videos and Tank pretends he doesn't exist. Shakur pretends he wants the fight while Tank pretends Shakur isn't elite or exciting enough. Reality is that neither want to take the risk.
