Because Garcia is a light welterweight and shakur just recently became a lightweight. Garcia is clearly the bigger man and as the bigger draw he wouldn't want to go down to 135 again. Shakur might be more skilled but at 140, Garcia's size is dangerous.

Him saying scratch him off the list sounds naive to me. Garcia brings cash and all top fighters want events like that, and if he's easy money then the more so you need to make the fight. All he could've said was, he moved up to another division and I'm at 135. It's not like fighters are lining up to fight him anyways.
