We don't look at every fighter as a potential cheater for one OBVIOUS reason: They don't accomplish things that others have been unable to do. Pac is THE EXCEPTION about fighters moving up in weight. That's why he's under suspicion. NO OTHER ****ING REASON.

STOP MENTIONING ALL THESE OTHER RANDOM FIGHTERS AND ASKING THEM FOR DRUG TESTS. They do not do things that were previously unprecedented. Noone is suspicious of anything because they performed as expected.

The concept is VERY SIMPLE: Pacquiao's performances are highly unusual. In the past, persons who have (probably) not cheated have no0t been able to duplicate them. Because they failed, there was no reason to suspect them. Pacquiao's unusual success raises suspicion.

The urine tests are not adequate. This is not debatable. Shane Mosley admitted to taking steroids, yet he passed all of his urine tests.

To sum,

1. People are suspicious of Pacquiao for a perfectly legitimate reason: he is the exception to the rule.
2. Urine tests do not suffice.

Therefore, a fighter facing Pacquiao can understandably be more suspicious than a fighter facing JM Marquez, for example. In order to test their reasonable suspicions, a urine test is not sufficient.
