Should a fighter with less than 30 pro fights ever market himself as "undefeated"?

We all know it's not how many wins you have, it's who you've fought. So you can be 30-0 or better with a bad resume of fighting tomato cans and still not be elite. But let's look at it purely from a marketing standpoint. I'm looking at Broner's marketing strategy, he promoted himself as an elite undefeated fighter who had already arrived whereas most guys still in the 20's fight range promote themselves as rising stars. I feel like promoting himself as an undefeated fighter so early may cripple his reputation. So my question is this, should a guy with less than 30 pro fights ever take the route Broner took? And if not, is there really a pro fight limit of bouts you should have before you promote yourself this way?
