Example Jarrell Miller and Alexander Povetkin both popped hot twice and were still given chances afterwards.

No, that's pretty harsh to ban someone forever who may pop for some tainted supplement or false positive (I know, probably rare but it could happen).

I'm much more in favor of harsh financial penalties going to the clean fighter for this (90% of purse or something like that) and especially missing weight harsh financial penalties.

There should be a line. Repeat offender should be treated harshly

Isn’t it hard enough to get the fights we want, without introducing more inhibitors & caveats in the mix?

Same thing I would say if Pac had popped dirty. Permanent ban.

As long as a the fighter proves that a doctor prescribed a medication that contains the banned substance and/or gives advance notice, then no, no ban or punishment.

Povetkin's positive tests were not for steroids. The amount of a previously legal supplement in his blood was infinitesimally tiny. VADA declared him positive because of political reasons, and because Wilder/Haymon did not want to fight him.

Jarrell Miller on the other hand tested positive for multiple steroids.

Others who tested positive include Roy Jones, Tyson Fury, James Toney (multiple times), Dillian Whyte, Shannon Briggs, Luis Ortiz, Bermane Stiverne, Billy Joe Saunders and Kid Galahad.
