Should elbows to the head of a grounded opponent be banned?

I jjust posted this in the Muay Thai ATG thread, I know it's alittle off topic but as we're talking about elbows take a look at this recent little gem of a scrap @ 107lbs and bear in mind the kid in red is only 15 years old and already had 59 pro fights! His name's Vishnu Por Tong Boran. :scaredas:
