That looked like a KD. The ropes held him up. Should have been 10-7. Edit: I might be wrong. I may be misremembering.
You could make a case for giving him a count earlier in the sequence when he first went into the ropes, but if the count was given, there's no guarantee a 2nd KD would have occurred - or for that matter that Fury wouldn't have been stopped
