Should leonard be rated better p4p than at lw?

I have always been happy with the general view on leonard, there is only 1 film of an ugly fight I can't take a lot from and newspapers were often gushing praise. Am starting to think he is less of a top 3 proposition at lw, but that he could be higher/is in the right place(10th +/- 5) p4p.
8 year lw reign, barely a defence a year and a couple with the ko rule(i.e had to be ko'd to lose title) is not so great tbh.
Ignoring comeback and losses as 15-16yo

    @ lw vs v.good opposition

welsh - 2-1 welsh getting old by this time
dundee - 3-2-2 with the 3 wins in the last 3 fights, but 1st loss on 1st real step up.
    kilbane 1-1
    tendler 2-0
    ritchie 1-1
    = 6-5-2
    mitchell? 2-0
kansas? 4-0 not sure about him or mitchell, both had some good wins though

    above lw

britton 2-1 loss via possible fix dq
    lewis 0-0-1
bartfield 2-0 arguable as kansas/mitchell but was a legit mw
    = 4-1-1

Depends how you feel about kansas/mitchell/ritchie and other lw's not mentioned here i guess.

If his lightweight rating goes down, I can't see how his p4p goes up.
But that's the problem with rating the fighters, everyone has their own definitions and criteria.

Anyway, I think he's probably #2 at lightweight, with Joe Gans being #1.
Top 10 in the all-time pound-for-pound lists. Maybe top 5.

I respect your opinion on the topic at hand. But out of curiosity where would you rate guys like Henry Armstrong, Roberto Duran and Ike Williams at on your list of P.F.P lightweights of all time?
