    Reasons:

    1. In Charles and Moore he faced 2 top10/15 P4P fighters weighing the same bodyweight as them. Now both were probably prime at 175 but they were in great condition weighing the same as Rocky. Charles is even considered top6 by some. Both were somewhat past prime but many agree he would beat any version.

    2. In Louis he faced arguably the no1 man in his weight class of all time knocking him out. In Walcott/Charles he faced arguably 2 top10 of all time in his weight class knocking Walcott out twice, and gaining a decision and KO over Charles

    3. He is undefeated beating all the main contenders of his era, if he didnt face someone he beat a man who beat that man

    4. He sometimes gave up to 20-30lbs in bodyweight yet beat bigger men including Joe Louis, its speculated he could beat sizably bigger greats in his weight class

    5. The consensus is he would beat Roy Jones at 190lbs, who is P4P 1 of the most talented we've seen

Now in terms of skills I don't think he is P4P Top10 but still he has a good argument, I also consider HW to be the hardest division to be successful in and think they are underrated in P4P lists

I've always felt that you could make a case for Marciano in P4P. For all the "He's small" and having beat much bigger fighters and almost dominated the way he did I feel he has a good chance against anyone near him in terms of his size. I feel he has a chance against other great bigger HW fighters as well. So P4P I feel Marciano is underrated. I've always felt that. But it seems people give him slack for his size and size of some of his opposition and give him zero credit in P4P talkings. P4P is really hard to measure and equate in my opinion though. It's tricky.
