    I don't think that's all that relevant. Pac can beat the winner and become number 1 that way.

    mosleys champ in recess as it were due to inactivity the tiltle is vacant

    mayweather was number oe p4p and lineal welter champ before he retired

    so if these two cant fight for the vacant title then the world is ****ed

    It should absolutely be for the title. Pacquiao's last few wins are the same as Floyd's basically, and Mosley should already be considered the lineal champ. 100% yes.

    but even if pac is not#1 he should be t least at #2. why would be a #1 vs #3 be for the title? the winner shoul be #1 but not the champion.
