Their reasoning for not wanting to fight each other was their mother, she never wanted to see them fight each other. It's reasonable. However... what a fight that would have been. One of the biggest fights in boxing history.
People that wanted them to fight don’t know the reality of boxing, an activity where you inflict damage to win. Why would anybody want to see two brothers hurt each other?

No they should not have fought. I don't think there was a time where they would have become each other's mandatory. The ABC bodies don't rank other ABC belt holders. Yes, it's a duck in the sense that the best refused to fight the best. It's also the most forgivable "duck" in the history of boxing. No decent person would be willing to hurt their brother for money.
