Exactly. In order to take a knee, you need actually to put the knee on the ground. And shimada did not. EDIT: actually it can be any part of your body, but your feet. It does not have to be the knee.

Even though Valero was a murdering scumbag and the lowest of the low, he only cracked his downed opponent with one shot whereas Roid cracked a downed Monty Griffin with two full power roid bombs. I'll leave you to draw your own conclusions there.
