The ko punch in slow motion showed GGG actually made a hop to elevate himself to get a better angle to chop the top of Rubio's head. Is this instinct or technique that is practiced?

It's cerebral presence of mind by way of having such a good understanding of angles, positioning, mechanics, leverage etc. that he knew just how to get the maximum power for the given situation. This is what makes me believe that he is not on PED's, it's not like he is mindlessly throwing a lot of punches all at max power because he has some endless reserve, he actively thinks about how to get the best efficiency from his punches. His ability to slow things down with his mind are almost on a PED level however, that's why if he were ever to refuse a stringent test for a fight he wanted he would fall under that Pac category for me...until then though, wow.
