Cotto is under no obligation to fight everyone in the division to get a shot at Mayweather. Instead Mayweather is planning of fighting two fighters that he already beat outside of the divsion he rules, while the best fight in boxing is the number one contender in his weight class. Thats called going nowhere in my book.
