Seems like the men most known for employing cross-armed defensive techniques all fought at or near heavyweight (e.g. Moore, Foreman, Norton, Tua, Qawi). Why is that? What other, smaller fighters regularly used cross-armed defenses? Why don't more of them?

A WW2 vet friend of mine (RIP), who was shot down over Germany and was a POW, fought Armstrong either as an amateur, or sparred as a pro, back around 1931. I asked him how the fight went. He laughed and said: "I don't even want to talk about it". (lol)
