The simple explanation is he can't, and won't. Hence, no urge and vacation. That way he avoids being asked about it and his disciples can sleep soundly.

Wait you saying Manny agreed to 40/60? And 7 days cutoff? That is a lot of concession. Source on the 40/60.

actually I can't find a source for it. I thought I remembered them fighting over them at first in the second negotiation.

    Its very simple.

Floyd didn't sign on the dotted line, he didn't want the fight.

only the cut off time was the one being negotiated . . . but then Mayflower didn't make another counter offer and simply decided to go on vacation.

Floyd can keep "thinking" that he's still p4p #1 and that he's in any position to make demands while he's in retirement.

Like Pacquiao said it's no big deal to him, the fight's there if Floyd wants it.

Exactly, Pacquiao doesn't need Mayweather. Floyd's acting like Pacquiao needs him or something, don't understand what he's trying to prove by retiring.

Must suck to be a Mayweather fanboy the guy has fought 2 times in the last 4 years and his fans are bored to death, resorting to posting youtube videos to prove who's "wrong". Every boxing forum on the net labels Mayweather as a coward

During the Pac's last 24/7, Konz stated right on camera that Pac agreed to everything including OST with a cutoff 7 days prior to fightnight.

cool thanks. Konz says 7, Jefff says 14. Either way Mayweather did say right after the Mosley fight, no test up to the day of the fight no fight.
