Whoever is more likely to be bothered by being #2 should be #2; that will encourage that one to seek the fight with the other.

Floyd says he doesn't care about stuff like that. Manny seems to be the one avoiding the blood tests. I say make Manny #2 just so it will inspire him to take the damn tests and get the fight on.

P4P lists mean absolutely nothing unless they can be used to inspire some good matchups.

Let's think about this for a second...Pac only became #1 because Floyd retired and has since fought David Diaz (we can all agree this does nothing for his P4P ranking) then DLH and Hatton (Neither men P4p material at the time, both of whom Floyd had previously beaten and DLH was at his best weight and Hatton was undefeated and hadn't had his chin rocked yet). And then he fought a post-Margarito Cotto who looked bad barely getting by Clottey. And then he fought Clottey (and I still can't figure out why).

The closest thing to a P4P fighter in there is Cotto, and he looked very diminished against Clottey.

Mayweather on the other hand was never defeated to lose his P4P title, had beat a 154 lb DLH coming off a big KO of Mayorga and reigning WBC champ. And then fought an undefeated, hungry Ricky Hatton who had just broken Jose Luis Castillos rib in a 4th round KO. Retired and then came back to dominate Marquez (albeit above his best weight) who was P4P #3 and dominate the Welterweight champ Shane Mosley who was P4P #3 and had just destroyed Antonio Margarito in a career best performance.

I gotta give it to Floyd. Seeing how Floyd beat fresher versions of some of Pacs best opponents and never lost the title in the ring.

tbh it shouldve been stopped sooner, cotto was a mere corpse by the time the fight was stopped.

Mayweather's last 3 opponents (Hatton, Marquez, & Mosley) were all top 10 p4p fighters when he beat them. When's the last time we had one fighter clean out the northside of the pound 4 pound list? And consecutively take out the number 2 guy and the number 3 guy after a 21 month layoff with no tune-up fight? Never! Not to mention these were SHUT-OUT ONESIDED EXTREMELY DECISIVE VICTORIES!

Floyd deserves to be number 1 p4p.

Not to mention Pacquiao only got bumped up to number one originally because Mayweather retired. If they don't give it back to Floyd they better vacate it.

Mayweather re-claimed it the moment he unretired.

Yes, Mayweather deserves to be #1 P4P. He dominated the lightweight champion and welterweight champion back to back.

Exactly. At no point has Pacquiao been "the best fighter in the world, pound for pound". Accordingly, why should he be top ranked? While Mayweather was "retired" it was fine, but Floyd is clearly the best.

Should be a third option. He was number 1 as soon as he agreed to another fight.
