Oscar was moving up from 154 to 160 for Hopkins, Pacquiao is moving up from 135. Pacquiao staying at 135 was going to be better for future boxing events with all the competition in that division and 140.

Oscar's frame was made to go up in weight. In one of his Olympic bouts the announcer is talking about him and saying all the experts agreed that eventually Oscar was gonna fight at welterweight and maybe moving up to middleweight. Pac can gain weight but his frame is still small.
DLH= junior middleweight for 3 years when he moved up to fight Hopkins at a catch weight of 158. Pacquiao= lightweight for one fight, who's moving up two more divisions.

Because it's not so much that he's a smaller man, it's that it's blatant confirmation that OIscar fights only for money, big or small of fat or skinny or whatever.
