Aside from him trying to make as much money as he can with low risks, i think his list is so long that we have to be pt in order for those fights to come. I will agree he has chose to fight some pretty poor opponents, however i think eventually he'll get through the majority of the list the fans have although i dont know how much the fans will want to see them after that. He's fought some good fighters IMO although i think the Baldo and DLH fights were a joke. Money makers no doubt but pointless IMO.
Although he HAS ducked people like Cotto, IMHO i think eventually he will fight him and he is good enough to win. I am a huge PBF fan but I'm in no way biased towards his decisions or attitude and i dont agree with most of them. but in the end i think he can back it up against anyone in his weight classes from 147 down aside from PW, to me that seems like a tough call.
