    As far as I can tell, the Johnson Wills match fell through because the local athletic comission refused to sanction it.

    A promoter, Elmer Tenley, offered $30,000, +35% of the gate, for Johnson to fight Wills ,when Johnson was paroled, Johnson jumped at it, but the New Jersey Commision' s Chairman vetoed the idea. William Muldoon, the chairman of the New York Boxing commission, refused to give Johnson a licence either.
    Dempsey's manager, Jack Kearns stated categorically that Dempsey would not fight Johnson.
    Johnson was finished as a top liner, he was well past it when Willard beat him in 1915 and the 5 years of drifting around the world, plus a year in prison, had done nothing to improve his abilities. Dempsey would likely have kod him early had they met, at that stage of Johnson's life.
