Interesting question. Obviously the Paul re match is the money fight. Outside of that...what does he do?? Paul made his name fighting UFC guys and being an online celebrity. Fury was fighting townhall type fights against bus drivers. How does he go back to that after making millions fighting Paul? I think it's fairly clear that Fury's aspirations are limited. He might top out at a British title level, but to do that he has to fight decent British fighters with records like 14-5-1 in front of hundreds of people Does he really want to go back to that?
Everybody starts so or similar. But depends on what Tommy wants, he should go for the rematch, as there's a clause for and if he really wants to be a boxer, jump to the next level opponents for the fight after that rematch.
He'll be on the celebrity circuit for while - Jake Paul rematch, KSI, Logan Paul, etc. That will keep him busy for the next few years and earn him tens of millions. He doesn't need to take any risks fighting for regional/national titles against professional boxers for peanuts. It's not a bad position to be in given his limitations.

Paul isn't an idiot and knows if he fights Tommy again it's going to be curtains for his "boxing career" because Tommy will son him even worse. Could Jake not go for the rematch? maybe Saudi's should cough up the cash for Fury Usyk and put Tommy Paul as the co-main.
