At 130, Mayweather is def faster. Now, I don't know. Shane Mosley should be able to tell us after he gets beat down.

Floyd throws single punches faster, but his combinations are not close to Pacmans.

    Floyd's reflexes are better.

Manny's feet are very fast and so are Floyd's, but I think Manny has an edge here.

I think as far as what they bring to the table, they are very evenly matched. The technique is where Floyd has his advantages, his angles and timing are marvelous, but it's impossible to overlook the whirlwind of punches Manny brings.

Floyd has better timing of shots than Pac...manny puts punches together faster...but if speed of punches were timed I think it's a tie

Manny is the fastest fighter on the planet. Not only are his hands and feet faster today than PBF his reflexes are loads faster. The entire reason he is #1 P4P is his speed.
It has thrown every fighter off since he stepped up above 135 and makes it seem as if they have never faced anybody quite on that level in terms of quickness.

2 fights in a row (Cotto & marg) he rocked bigger men with the right hook simply because they could not even see it coming.

Pac is not only faster than Void, he punches much harder, give angles, keeps turning, has great stamina, Void is afraid, will not fight Pac for any amount of money.

I know how hard it must be to admit Floyd is not the fastest in the game but if he was he damn sure would have fought Manny and Robert Garcia would not have said what he did after his fighter got blinded by manny's speed. Cotto got knocked down by shots he could not see. David Diaz said he is unbelievably fast and he thought Freddie was in the ring too.

Yed nobody here is denying that Pacquiao is fast. The only thing I'm arguing with you about is that Floyd has faster reflexes than Manny and that Manny doesn't have the fastest hands in boxing.
Gamboa and Khan are faster than Manny is right now
Since you want to quote Roach, Roach said Khan is also faster than Pacman

I would agree with you but Floyd got rocked vs Mosley because his reflexes are not what they once were. Simple jab to the body and Mosley landed clean over the top. Floyd in his prime would have defended that or been out of the way
