Spence is from Texas and his last fight did well at the box office. I doubt they will open up the entire venue. They will significantly scale it down, sell off the more expensive tickets and then expand according to demand.
Spence is a Texas man and Mikey would be his best opponent to date in a P4P sense so it would probably sell tickets. I wouldn't pay for a PPV though.
Only a fraction of the capacity seats will be open. They better go out and get Chavez Jr. for the undercard, or something like that, even to fill that.
