This is how boxing “works”. If a champion announces they are retiring and their is confirmation of this via a face to face conversation (phone or otherwise) that title is then considered vacant and the top two challengers face one another for the title. Same thing occurred when Ali retired in 1970.
The belt was gifted to Holmes and numerous others. Holmes didn't stay lineal via the IBF and it's completely irrelevant to the point.

That’s when Patterson became the youngest undisputed champion. There were no other claimants to the championship. The Ring magazine doesn't give the fighters title shots, though. Despite the alphabet organizations being corrupt, they hold more weight than a magazine. I like what The Ring did in the early 2000's to get rid of all the alphabet soup BS but those sanctioning bodies are what trace lineage back to boxing's champions.
