First of all Mosley was never the same after the first Forrest fight and second this is about toughest not the best. Take a break from all the rubbing you do and go check the diference between toughest and best.
Not to disrespect Cotto but i think Mosley will have a different opinion if Pacquiao accepted Mosley's challenge.
Cotto has never allowed video taping of him sparring or full out training so he always does a light work out for the camara. They said the same bout the Mosley fight ,how Cotto looked slow in training and on fight night the speed was almost the same..:deal

In fact Mosley said Cotto was surprisingly quick and that fighters continually underestimate his speed.
It proves he didn't respect his power and didn't fear him and was confident enough to pull it off.:deal
That doesn't mean he was a tougher opponent. He was the bigger guy at a weight that Mosley can't handle. He handled Mosley and clearly won both fights but maybe Mosley didn't feel Winky was that tough? I mean I could see why he'd think Cotto was tougher. Powering jab with a strong right behind it and Cotto isn't afraid to deliver some police brutality-esque rough house tactics. Could make for a very tough night. Is he the best opponent? Probably not. I'd venture a guess and say Forrest was a better opponent...but I could see why Mosley would say "Hey he was the toughest fighter I ever faced."
Just give it up trying to convince people. If it were Floyd's name mentioned as tougest they would agree 100%.
JMM Im not looking at this as the toughest = strongest. I'm basing my answer stylewise. I think it's Philla who said that Cotto is a huge MAB. I agree so im not worried of Cotto outboxing Pacquiao.The only thing is Cotto can hurt Pac. Yes Cotto is the strongest with the strongest punch but again styles makes a fight.
