True but Joshua is the A-side and drug testing protects A-side fighters. Miller didn't pop pre-Joshua but was he not juiced vs Wach, Duhaupas etc.? Whyte popped for Rivas but it got covered up, was only revealed later. The difference is that Whyte was the A-side vs Rivas, whereas he's the B-side here.
