I'm not even a Fulton fan, I think he's a decent champ but nothing a true elite. That being said Inoue is literally still at 118 and has a fight at 118 next month, not sure how this constitutes to Fulton ducking.

Fulton's been calling out Inoue for over a year. Inoue's stated that he's going up to 122 after his fight in December and wants the Fulton fight. When Inoue goes up, he becomes mandatory to Fulton.
