He is too small for heavyweight. he doesn't even have that much pop at cruiser. he'd get murdered with the big boys.
Its just a weight division, there is no reason why it cant be as good as any other. The biggest problem for the division is the temptation many fighters have to join the big boys at heavyweight. Its treated as kind of like a catch weight division.
In order to make it in the CW division u need more than skills: u need a big name or to be from Poland or Germany!! That being said Cunningham is no HW, he was only 195 in his last fight and his bone structure does not make him a HW. If height and reach would tell ur natural weight division Paul Williams would be a HW too.
I wouldn't mind seeing him move up in weight to challenge Haye or Adamek, but he's too small for the Klitschkoes... Cunningham/Adamek is a great fight to watch...unfortunately the rematch didn't happen. And Haye should have fought Cunningham before moving up to heavy... SC has still got some titles to win at Cruiser..hopefully now that's he's with Sauerland he'll get em. Maybe they'll even let him fight Huck with a fair ref.
