Probably peaked in 2020. Usyk had beat Chisora and made his intentions clear. Fury had destroyed Wilder, but Wilder still looked like he had something left The general public didn't realize that Fat Andy had ruined Joshua. Chisora, Hrgo, Whyte, Parker, Ortiz, fat Andy are active. You had the perfect combination of super talents in Fury and Usyk, a money HW in Joshua, and an American KO artist in Wilder. An incredible era, really.
Hard to quantify as this era (2015 post Fury v Wlad) is ongoing and we don't have the full data to close out the 2020s. This generation probably peaked around 2019-2022; - Fury/Wilder trilogy, - The rise of Usyk - AJ still in the mix - Ruiz winning the title - Joyce coming out of the shadows - Dangerous contenders operating in Whyte, Povetkin, Hrgovic, Ortiz and Zhang. - A few high end gatekeepers in Takam and Chisora. - Then you have guys like DDD and Parker who were middle of the road then but are now Top 3 fighters and will outlast their era. Circa 2025 you can argue Top 5 takes the edge for being more competetive with Fighters fighting everyone in Saudi now and DDD, Parker and Kabayel being all high end operators and on a relatively even plain. Though outside of the Top 5 there is a bigger drop off in the rankings. But that will probably change soon once the younger prospects start progressing.
I am not sure it's just about depth of talent, but whether those at or near the top actually fight / fought each other. In this respect its difficult to think that the 20s won't be the best from a fan perspective. We are only half way though, so more talent may yet emerge, but the top guys seem to be fighting each other more now than at any time since the nineties. Presumably because there is more money sloshing about guys like Parker and Kabayel fight real contenders rather than just waiting for the cash-cow of a title shot, etc.
Chisora is a good, tricky veteran boxer. He's always been underrated by fans. He could have stolen Wilder's title a decade or so ago, for example
But was never elite. We saw his level against Whyte, middle aged Vitali, Haye, Pulev. He was always a bottom of the barrel top 10 fighter/fringe contender and now he's much older, slower, worse defense, worse gas tank and still in the top 10. Old Povetkin was doing the same thing until he got finished off by Covid. Let's just be honest, the depth of this divisions talent pool can't be above average otherwise Chisora would be getting washed.

I think Chisora is a late bloomer, don't subscribe at all to the notion he's shot.
But does this matter here ? Chisora is so obviously declined by just looking at performances of him back then and yet he's still beating top 15 guys. It isn't that he's aging well, he's not. He was there for the taking against Wallin open to shots and reduced reaction speed clearly but Wallin wasn't good enough to capitalize. The overall talent pool has been reduced compared to several years ago outside of Usyk who was at cruiserweight. There's no way Bryant Jennings wouldn't have beaten a shot Joyce in a rematch similar to how Chisora beat a shot Pulev
He's not a late bloomer, younger chisora did everything better. Pre 2020 Chisora already had multiple stoppage defeats and wars, and physically he has only gotten worse. Chisora is winning off of heart it seems
