I don’t know of any CSAC but if you mean NSAC then they are the regulatory body and they found him to have offended. If Margarito felt he was innocent then he could have sued them and tried to get an injunction in court.

It was the California state commission. Tony was never tried in court. It was the prosecution saying he was guilty but having not a shred of evidence to back it up Tony was railroaded End of story
