Whitaker definately, his opponents were generally of a higher calibre. His wins over Azumah Nelson, Buddy Mcgirt and Julio Cesar Chavez are all superior than any of Mayweathers wins in my opinion. He also holds alot of solid wins over plenty of decent B level fighters, nearly all of them in dominant fashion. Mayweather has also never beaten a true HOFer in their prime, unlike Sweet Pea. Floyd did win titles in more divisions, however his lack of unifying and weaker opposition gives Sweet Pea the edge. Not only do I rank Whitaker's resume higher, but I also rate him much higher H2H. I wouldn't favour Floyd over many great 147lbers, but I would take Whitaker over quite a few (I'd also take Sweet Pea to decision Mayweather at any weight).

Mayweather is a great fighter, but his accomplishments don't surpass Whitaker's yet.

Those are the only wins on PBF's record I'd class as excellent, ie of a similar level to those of Whitaker. Genaro Hernandez had already been KO'd by DLH, Jesus Chavez was decent but no standout, and the rest were all solid wins but nothing special, he was favoured to win every one (Manfredy, N'Dou, Corley, Gatti, Mitchell, Baldomir, and the rest)

IMO, Mayweather has a decent resume, but Whitaker has a great one.

Hagler wasn't landing his, in your opinion, harder shots throughout entire rounds. And Leonard was also landing with hard shots, although not as much as Hagler. IMO Leonard had more variety about his work. He pulled the trigger quicker. And Leonard threw combinations, which was something Hagler seldom done over the course of the fight. During close rounds a fighter who's putting punches together, landing or parcially landing, impresses more than a fighter who's loading up with single shots.
