Probably. But Wach has a very good shot just on the basis of his durability and that he carries KO power.
Turned pro more than 20 years ago but that's a fair shout. Although I rate Wach higher because his chin is literally the only attribute he has as a fighter. Vitali only had to rely on his chin when he got hit which wasn't that often compared to Wach.
I think I remember him being hit hard against Jameel McCline and hanging on. It may be that McCline caused some long standing problems to his jaw.
Their chins are at complete opposite ends of the chin strength spectrum, like they literally could not be further apart.
Vitali had a superior defense and never really got hit anywhere near as much as Wach has. Wach can sometimes be a literal punching bag, and still is yet to see the canvas even once. Vitali, although ruled a slip, was down at least once in his pro career against Corrie Sanders. Wach's chin / durability is probably the best I've ever seen for someone who doesn't have one of the best defenses. Vitali's chin / durability + defense is what made him so special!
Wach served as a punching bag for Wlad, Povetkin and Miller, yet never went down in 33 rounds. Even Randall Cobb hit the canvas in a couple of fights.
