In terms of Greatness, HELL NO. His era is not strong enough, it's not like it was in the 70's-90's for example. He avoided stylistic threats too. There's no way a modern boxer will be as great as a Harry Greb (i.e fought very often, a very competitive era, so many HOF/ATG victories, was half blind in the latter part of his career, past prime but still repeated wins, beat high end ATG Tunney most times but not given the decisions). The BEST ever? No. In the same weight classes: Leonard, Hearns, Duran, Napoles > Mayweather I say this with strong confidence. He's just a slight whisker under Whitaker level basically, which is extraordinary. You're seeing one of the very best of all time in Mayweather.
He's not the TBE, but he had a chance to be. If he would have fought more and beaten some of the other styles. He would have also had to beat Golovkin and unify the MW division.

This is exactly why he isn't as 'great' as people make him out to be, not a particularly great resume that stands out where names at or near prime are concerned. Pacquiao was a semi shot old sloth 4 years past prime and many ring-years older than Floyd.

Only one of those fights are cherry picks and that's the current one vs Berto. Ortiz while not a great win was #3 WW and WBC WW Champ(title fight) Baldomir was the Undisputed Champ and his win over Judah was greater than anything any other WW was doing at the time.(the dude legitimately won 3/4 WW titles) Guerrero was in the same position GGG is currently in with Cotto a Mandatory and Intriem Champ. Maidana was a top 4/5 WW and the WBA WW Champ. Unifying 2 Belts, beating an Undisputed Champ, and a mandatory to your title ain't Cherry picking that's something more fighters should do!
Was there for the taking but he missed out on the opportunity. Had he taken on all comers and properly cleaned out the divisions he fought in then he'd have a strong case in my opinion. Instead there were long spells of inactivity and retirement to the point he was removed from any ranking anywhere altogether.
What if Pacquiao knocked out Barrera (actually did), prime Marquez, prime Floyd and prime Morales? That to go along with his knockouts over Ledwaba and Cotto. He would probably have been ranked top 3 all time. So it is possible for a modern fighter to do it. You just have to beat good enough fighters.
Only slightly??? Floyd's best victory is either Corrales or Castillo II. Pacquiao's victories that surpass that best win: Barrera I, Marquez II, Cotto. Pacquiao's victories that arguably surpass Floyd's best win: Ledwaba, Bradley II, Sasakul It's not just slightly better. Pacquiao has consistently fought better competition. And I didn't even include his tough loss to a very good Erik Morales and a draw with a peak Marquez.
what part? beating an undisputed Champ, unifying 2 titles, or beating a mandatory? Me personally I don't think Mayweather is "TBE" but if he legitimately won a MW Title(Cotto/Canelo or GGG) while remaining unbeaten I wouldn't argue if a person had him in there top 10. It's all opinion anyway but your telling me a fighter who (and if he won a MW title) 5-Division Champ,(6 Division) who beat the #1 guy for the title 2x in 4/5 weights,(5/6) has beaten the most Champ all time(And if you do research only 2 were FORMER CHAMPS everyone else was either a Current Champ or Won a Title afterwards. while being unbeaten through 20 years can't be argued as a top 10 ATG That's top 10 ATG stuff, you can put any spin on it you want but you can easily argue Mayweather top 10. Again I don't have him as TBE but he could still be put in that class with 1 fight.
I don't think Manny has the better resume but I cosign this statement people act like it's taboo to say a current guy could be in the top 10 All Time. Realistically If Manny would of won in May he'd arguably have been able to be talked about as top 10.
