Not fighting 3 top contenders is good reason, not giving a 4th (MIke WEaver) a rematch is another reason. Losing to Michael Spinks also. He would not fight Coatzee cause he was from South Africa, Dokes cause they had same promoter, and Page casue he had rival promoter. Instead we had Ocascio, Zanan, Cobb as challengers. He also may have not deserved nod over Tm Witherspoon, who was in only 15th pro fight. No rematch for Witherspoon either. The great ones gave rematches when there was doubt, Holmes did not. Not fighting 3 best of era, but making millions agaisnt Cooney was smart business wise, but fans got screwed.
He's a Top 5 guy easily. He could've done more to solidify that, but nevertheless I think H2H he beats everyone.
He's not top 5 coz of 5 guys hefore him. Ali, Louis, Johnson, Foreman & Frazier. But he'd be close to 50-50 v Foreman & Frazier & I would not really argue if anyone had him at # 1 or 2. He was a great one.
He's got a very good case for top 5, or top 3. I'd rank him above Holyfield, Tyson, Lewis, Liston, Foreman for starters.

I have Holmes at #4. He went 48-0, didn't lose until age 35, was a champion from 1978-1985! Plus he out-boxed McCall (who was coming off a shocking '94 upset win over Lewis) in '95 at age 45 for the WBC title, but sadly didn't get the official decision.
