I would go Stevenson. Of course Napoles had an incredible pro career but in a country were amauter boxing is king, Stevenson was the best.
Cubans have a lot of pride for their athletes, Teofilo is not only the best amateur boxer of all time but he set the example of what a Cuban athlete is supposed to be for the Government and that made him a super star in Cuba, also the fact tha he competed at the golden age of Cuban and amateur boxing.
