Amateurs are a different construct. Slightly different roles, different methods of point scoring which must apply to 3 rounds, thus different gameplans, and greater focusses on different punches.
US produced the best PROFESSIONAL boxers in history, that is undeniable.

With that said...
Americans fought in National tournaments a lot. i.e Golden Gloves.
They also only really went to the Olympics once.

In the boxing amateur scene, national tournaments are NOT the pinnacle. It's:
Olympics/World Championships/
European/Asian Games/Pan Am etc.
Domestic
Regional
- Same construct for Junior.

The very best in the world face off in Olympics and World Championships.
American boxers have only really medalled there a couple of times, altogether.
