I do know what you mean - his best win might be Vargas though given time and place...he's a perfect example of an alphabet champion I think in that he just didn't meet the best guys from the division. That's problematic for me.
Not bad. For openers did you forget to add George Dixon? I think Ortiz is slightly over rated, and McGoven a bit under rated. I'd move Ortiz who lost too often down a tier and McGoven up a tier. I also think Harda is more of a tier III guy.
I know the criteria is different than mine, but I would have had Pimental and Caraballo higher. I would have added Davila, Gaby Canizales and Venice Borkorsor to the list and I think I would have tried to find room for Famoso Gomez and the Sandoval brothers. Also, it is like someone mentioned, that I too would not have considered Terry McGovern or Jeff Fenech here. Too short a stay and they were far better at the higher weight.
I'd say Rollo could be replaced by Davila or Juarez, imo. Rollo's best wins were against D'Agata and Hamili. Fine wins, but it could be argued that both fighters were past their absolute peak at that point.

Rollo beat D'Agata, Hamili and Cosseymans who were all top five guys. Cozanet also achieved a ranking, though overall his career was a disaster; anyway, Rollo is the only guy that beat all these guys and it sort of made him the Don of that European scene. Lujan has Davila, Zamora and Rubaldino unless i'm missing someone; I think that he can be argued ahead of Rollo but it's not a lock...Jesus meanwhile has Asis, Ali, Saiti and Penaroya and was devastating. Got some thinking to do i guess.
Anaya deserves a place on the same tier as Pinder based on how he utterly destroyed Enrique twice IMO.....and this standing is augmented ever so modestly by his unheralded participation in one of the wildest shootout/slugfests in boxing history, in Anaya-Taylor, which begets a place IMO, for Taylor in that last tier.
Top effort McGrain. I think I've a few thoughts floating about in my head but I can't cohere them all, dozy git. I'm surprised you don't have Carlos in the top tier, I recall you being a bit of a fan of his back in the day? Is it losing to Gomez - who was really just a bantam - like he did? Or questionable comp etc? He has an underrated CV and title reign for me..... My first thought though was that I'd have Medel in at least the third tier. I know he was never the man and was inconsistent with a Laporte-esque tendency to get outworked to unnecessary losses but he was a great fighter skillwise imo with a deep set of wins (and creditable losses). He has Harada, McGowan, Seki, Toluco Lopez, Hawkins, Eloy Sanchez, Elias, Pimentel, Pina, Yaoita, Esparza, Marques and a few others. Also went tooth and nail with Jofre (breaking his nose in the 9th) first time and with Harada in the rematch and has a draw with Chucho. I rate him higher than most though.
Bit of a crowd at the bottom. Davila has a young Pintor, Martinez, Duarte and Sandoval, establishing himself as one of the crown princes of a packed L.A. scene. Moreover, he always ran the guys he lost to close or gave them some degree of hell for a while. More so than just about any other legitimate contender of that or any other era. Jibaro has Vasquez, Lora, Martinez, and defeated pretty much everyone he faced at bantam at least once with the exception of Richardson, who was really good in his own right at his best and might float just outside the Top 50. Man, it's tougher to rate the bottom than the top in this division. Lots of viable choices for that bottom tier.
