He's ranked because boxrec's rankings (which the IBO uses) are flawed. Of course no rankings are perfect even computer generated ones.
Some of these fights are the equivalent of pro wrestling, but the results are sent in, and the computer tallies them up, adding and subtracting points just like the legit fights.

 

In all sincerity, I'd like to see him fight someone in the top 15 just purely out of interest. Given his enigmatic persona and frankly bizarre record his story would be easy to market on an undercard

If he's knocking out sparring partners he is not skilled at all. A skilled boxer only KOes his sparring partner by accident, sparring is sparring. It is not competition.
