Just because he weighs 144 for his 130 lb. fights doesn't make him a natural welterweight or he should fight at welterweight. Welterweights are usually 155+ during fight night. Also, there is a difference between cutting weight to make 130 and training without having to lose weight.

Fight night weight =/= weight division
