And unlike most people, I agree with this 100%.

Why would an athlete not want themselves and their opponent tested?

Whatever you try to rationalize, there are only two possible reasons.

    1) You are afraid of the results.
    2) You will pretend to be afraid of the results because you don't want to sign the contract in front of you (translation: don't want the fight).

True based on one obvious thing(which is a managerial tactic in the sport), both saved up by making more fighting others rather than spending it all on one big fight. However, I do believe that at some point Pacquiao showed seriousness in negotiations only to be hit with the comical "$40 million" offer.

The more testing, the better. No exceptions. None.

Yeah because let's be honest, back then Mayweather was on top of the world. He recently returned after 2 years of inactivity and beat Marquez.

You really think mannys advisers, lawyers, handlers, arum, not to mention the IRS would let manny give that money away to charity?? By the time there done with it, it would be pennys.
Manny wants the fight, yes. But this is a sign of desperation for it.
Trying to back floyd into a corner giving floyd even more leverage that what he already has.
Anyone who think this isnt an act of desperation seriously needs there heads checked!
Hes just given floyd more cards to play with.

lol, Pac has never outshined, nor been a bigger draw than Floyd. are you forgetting the whole reason he became a PPV success? he was crowned as the guy people 'thought' could beat Floyd and fought Floyd's previous opponents almost immediately after getting beat by Floyd. he's a bottom feeder who made a living off of Floyd's name instead of actually wanting to fight the man himself.
