Pac agreed to the testing except for days close to the fights. He doesn't have to agree to anything....not one shred of evidence he is doping. If that isn't an insult then I don't know what it is. If he is superstitios then so be it. There are lots of fighters wanting to fight him without this BS. If he agrees to it then fine, if he has reservations it's his right. And Mayweather who agreed to a catchweight of 144 lbs against Marquez, came in 2 lbs overweight and paid 600,000. This is a FACT, unlike the RUMORS you are basing your arguements. This whole situation is turning out to be pretty scandalous, but it makes you think none the less.
Forget about PAC using anabolics, even most orals would still take a few weeks to clear his system so team mayweather's fears are obviously in regards to stimulants. For the uninformed there are still plenty of stimulants and pro hormones available in the u.s that while legal will result in an instant dismissal from wada.
These concerns are quite valid from team mayweather's, there are plenty if legal supps that will bring a positive test these days
