How do you explain fighters having to sign with TR to fight Pac how is that any different

 

Floyd fights the way he does because he knows he's the best boxer on the planet. he's a smart man inside the ring.

pac is a completely different type of fighter.

both pac and Floyd can handpick their opponents because their names are bigger than any belt. because there is no one governing body, the rest are toothless to change that
so, unfortunately, if pac and Floyd 'don't feel like' making a fight with each other, there's nothing anyone can do about it
