Because with Pacquiao wanting such a high percentage, he won't make $100 million. Mayweather-Canelo was the highest grossing fight, Floyd made $80-$100 million. Floyd also got about 90% split. Now cut Floyd's split by 30% and he makes less. Pacquiao wants 40%.
