Manny goes on TV say he'll do this, that, and the third a day later his boss comes out and says it was all bs. You can't force somebody to fight in 2009,2012, and apparently again in 2014 Pacquiao has been offered the fight only to turn it down then turn around and say he agreed to what he just turned down.

Being the "good guy" keeps all negative light off Manny but the guy has turned the fight down on multiple occasions then lied about why the fight was turned down.

Manny Pacquiao is the same guy who went on firsttake with Marquez talking about he agreed to drug testing while refusing to test for Marquez who tried to do random testing in fight's 3 & 4 that in a nutshell sums up Pacquiao fighting Mayweather.

 

FEAR is the word that prevents the fight from happening 4 yrs. from now.
