If we discount Jose Napoles' controversial losses and turn them into draws, his record amounts to 80-2-3 up until the Monzon fight. That's crazy considering the consistency of his opposition, and the fact he rematched everyone who was worth it and beat them handily. This is a natural 140lbs fighter accomplishing the better half of this against slightly bigger men.
Napoles is as good a choice as any save Robinson (who must've been an absolute demon from the 7th circle of hell to face at this weight) and perhaps Duran.
Sam Langford weighed in as low as 141 until age 21 and 140 a year earlier , he might have been a bit inexperienced but still . Henry Armstrong not mentioned yet . What about Sammy Angott ? There r still a lot of other unmentioned very good fighters , but they would not have been #1 .
Robinson beat Angott soundly at 140 lbs. I will say this about Angott, he was a spoiling master. He made an art out of ruining boxing.
I have great admiration for Angott..one of the pioneers of creative negativity (think Jimmy Young) ..he put the first loss on Pep's record..and that intrigues me.
